Why would the Green Lantern ring choose Hal Jordan?

If the Green Lantern ring chooses a hero from each planet as the chosen one based on their will power, intelligence, and ability to overcome fear why would the GL ring choose Hal Jordan over other heroes of Earth in the DC universe that are much more worthy of the ring? For instance if it were to choose Bruce Wayne, Batman would be a much better candidate as he is able to overcome fear to a greater extent than Hal is able to. Batman has overcome his fear of bats since childhood and has used that symbol of his fear as his mantle to fight crime. He is even able to overcome various doses of the fear toxin that one of his enemies' The Scarecrow doses him with in both the Batman Begins film and also the comics continuity. Batman has genius level intelligence and creativity which allows him to create his own gadgets in his fight against crime and he is known as the world's greatest detective. His willpower is even greater and he is able to physically and emotionally overcome any challenges such as being beaten and broken by Bane and defeating countless of his rogues gallery criminals. Batman would be a much better choice if the ring chose him. Of course Batman would be overpowered. Now if the ring were to choose someone other than Batman, Superman would be the next choice. Superman already is invulnerable and without fear. Superman too has great will power as he shows in defeating Doomsday and Darkseid. But this begs the question as to why the ring would choose Hal Jordan over these two other more capable heroes of the DC universe?
